Phase 3

The following information is one part of POSP's Program Guidelines. Please reference the complete guidelines as needed.

1. The clinic must use a vendor that has maintained VCUR 2006 conformance with an EMR that meets all conformance requirements.

2. For a physician currently enrolled in POSP and receiving VCUR 2006 funding:

a. Participants using a VCUR 2006 EMR are eligible for invoice-based reimbursement until such time as POSP funding becomes contingent on transitioning to a VCUR 2008 EMR solution. The following guidelines apply:

i. POSP will reimburse only for items identified in the list of eligible items (see “VCUR 2006 Eligible Items”)

ii. POSP will reimburse each eligible physician in the clinic for 70% of the monthly recurring costs up to a maximum of $740 (including GST) in any given month.

iii. To receive reimbursement, the clinic must submit a monthly VCUR 2006 Reimbursement Form which includes all of the incurred eligible monthly costs, the backup documents for the costs, and an allocation of the costs across the physicians in that clinic.

iv. POSP will only reimburse costs for eligible physicians in the clinic.

3. VCUR 2006 funding will end when the physician achieves Milestone 3 (Go-live) with a VCUR 2008 EMR solution from a QSP. If the physician’s contract with a QSP is terminated due to a material breach of the agreement on the part of the QSP, the physician may reapply for VCUR 2006 funding if the physician returns to their VCUR 2006 EMR. The physician must have evidence that he/she provided the QSP with formal notice that a material breach has occurred. POSP will reinstate VCUR 2006 funding upon validating that a material breach has occurred.

4. POSP will cease VCUR 2006 funding if a physician switches from their current VCUR 2006 EMR to a different VCUR 2006 EMR product in the same clinic. If a physician's VCUR 2006 EMR vendor is bought by another EMR vendor and the clinic implements a different EMR product, POSP funding will cease.

5. Physicians who join a POSP-funded clinic using a VCUR 2006 EMR may receive VCUR 2006 funding under the following conditions:

a. The physician must not have previously received funding for reaching Milestone 3 with a VCUR 2008 EMR solution in any clinic

b. If the physician is not currently enrolled in POSP, he/she must complete the Enrolment Form and sign the Letter of Agreement.

c. If the physician is currently enrolled in POSP, he/she must complete the Change Request Form.

6. Physicians who join or open a clinic that is not currently receiving POSP funding cannot apply for VCUR 2006 funding at that clinic, regardless of any funding the physician received at another clinic. The physician may apply to receive VCUR 2008 funding, subject to the requirements for funding.
